usplash prevents console-cyrillic to autoload at startup

Bug Description
If the "splash" parameter presents in grub kernel load string in menu.lst,
console-cyrillic do not executed at startup. But if we remove "splash" parameter
then console-cyrillic script executed and set up console localization. Many users at russian
ubuntu forums that make a fresh install of ubuntu 5.10 (not upgrade from 5.04)
confirmed they had the same problem.
