Usplash does not work at boot

Binary package hint: usplash

Usplash does not show a splash screen at boot.
Instead, it shows the following message:
[ 0.219556] pci 0000:00:1c.1: BAR 14: address space collision on of bridge [0xbc000000-0xbfffffff]

and falls back to the console boot messages.

Xsplash works properly, and the shutdown splash shows as expected.
