splash does not work at boot, only quiet splash

Binary package hint: xsplash
Karmic, fully updated at time of posting.
I've generally removed splash since Jaunty due to a defective side-effect that is not present in current Karmic. So when I saw the new xsplash package, I was curious to see it.
Bottom line. If I enable splash as quiet splash, the splash screen comes up during boot and during shutdown. *BUT* if I remove quiet and just have splash, then at boot time I see the mass of text messages and NO SPLASH SCREEN. At shutdown, the splash screen is present, along with the text messages, as desired, so this is just a boot time issue.

This issue exists even with usplash.
Also at shutdown, the console text message "Shutting down"/ "Restarting the system" is visible for a sec.
But this is more obvious during boot.
