ubuntu-8.04.4-server-amd64.iso cd - "d-i preseeding - passwd/make-user boolean false" doesn't work

Bug Description

I used the preseed/url=http:.... line on the bootup. From the webserver logs the preseed script was read. When it gets to asking about a user for the system it still prompts for it despite the "d-i preseeding - passwd/make-user boolean false" setting.
