Bug Description
I found this in my kernel log when inserting Nokia CS-17 mobile broadband USB modem (Type: RD-13, Model: CS-17):
[25163.120051] usb 2-1: new high-speed USB device number 5 using ehci_hcd
[25163.253748] scsi6 : usb-storage 2-1:1.0
[25164.252705] scsi 6:0:0:0: CD-ROM Nokia Datacard CD-ROM 0001 PQ: 0 ANSI: 0
[25164.254423] sr1: scsi3-mmc drive: 0x/0x caddy
[25164.256366] sr 6:0:0:0: Attached scsi CD-ROM sr1
[25164.256584] sr 6:0:0:0: Attached scsi generic sg2 type 5
[25165.495518] usb_modeswitch_
[25165.656931] sr1: CDROM (ioctl) error, command: Xpwrite, Read disk info 51 00 00 00 00 00 00 00 02 00
[25165.656942] sr: Sense Key : Hardware Error [current]
[25165.656946] sr: Add. Sense: No additional sense information
...and no surprise it didn't work. If I recall correctly, on 11.04 it almost worked, meaning that the led on the device was blinking and it tried to connect, but the connection was always dropped for some reason.

Verified on my other PC running 11.10 that the modem is detected properly, but still won't connect (or gets almost immediately disconnected) like I wrote in the bug description.
