Huawei E3372 (& other hilink dongles?) cannot be used for connecting to the internet

Bug Description
I have Huawei E3372 which works directly when I plug it in Windows 10, but on Ubuntu I cannot use it for connecting to the internet. It's light is cyan which means it's connected to 4G network, but it does nothing.
It appears in lsusb: `Bus 001 Device 003: ID 12d1:1f01 Huawei Technologies Co., Ltd. E353/E3131 (Mass storage mode)`
And it also appears in ifconfig:

I also don't understand where the address 10.0.3.1 comes from as in Windows the control panel was in 192.168.8.1 or something like it.
