Huawei E3372 (& other hilink dongles?) cannot be used for connecting to the internet

Bug Description

I have Huawei E3372 which works directly when I plug it in Windows 10, but on Ubuntu I cannot use it for connecting to the internet. It's light is cyan which means it's connected to 4G network, but it does nothing.

It appears in lsusb: `Bus 001 Device 003: ID 12d1:1f01 Huawei Technologies Co., Ltd. E353/E3131 (Mass storage mode)`

And it also appears in ifconfig:

I also don't understand where the address 10.0.3.1 comes from as in Windows the control panel was in 192.168.8.1 or something like it.

I also found another bug report, https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1424181 but I don't think this is a dupicate as from the title it looks like it doesn't appear in lsusb and that bug has expired. This package also seems to have bug reports for other dongles.

I confirm this. On Ubuntu 15.10 Udev not applying usb-modeswitch rules and modem start as CD-Rom.
But on Ubuntu 15.04 this modem working fine and automatic switch to Modem mode.
This regress udev or usb-modeswitch.

Please reproduce the problem and then attach the complete file /var/log/syslog from the system. The previous JournalErrors doesn't appear to include the important data from usb-modeswitch or NetworkManager/ModemManager.

Also, lxcbr0 is not related in any way to the modem; its IP address is set up automatically, and all of it comes from lxc, a container management tool that is apparently installed on your system.
