The format button is always visible and only sometimes results in a working situation.
There should be a partition button when a device is found without partitions, this button should only be enabled when the entire USB device is selected (like /dev/sdb).
The format button should only be enabled when a partition is selected (like /dev/sdb1).
Currently when I click the format button, a FAT32 parition is created and formated, but the app will report that there's not enough space. Usually I don't even get too see the freshly created partition before restarting the app or reconnect the USB device.
Just out of curiosity, how does the app partition/format with root permissions?

I can confirm that the format button has a major issue. It is always available, even when no disks are selected. (See attached pic)
For the bug concerning lack of verbose feedback when formatting a drive (and nothing happens) please see Bug #457737. I suggest you subscibe, mark it as affecting you, and optionally comment.
To answer your question concerning permissions, I think you need to be part of the plugdev and/or admin groups in Karmic (new with devicekit-disks).
