startup disk fails to sync after wiping usb drive

I was trying to overwrite a gentoo minimal install on a flashdrive for the vivid iso.
I used usb-creator to select the image and overwrite the 16gb fat drive, though apparently at first it did not overwrite it (seems to have avoided lilo or part of the files)
Upon clicking "test disk"/"test usb" I found it was using the lilo boot and trying to find the gentoo image (invalid kernel)
I tried to wipe the disk after deleting the partition in gnome-disks. That's where the error comes in, it can't "sync after initial wipe".
