Can't create bootable disk on my USB hard disk drive

Bug Description
I have connected a usb hard disk to a usb port. The HD can be seen and is mounted correctly.
However, when I run "Startup Disk Creator" in order to create a bootable disk, the connected hard disk is not shown as an available device to create the bootable disk on.
It works fine with a usb pendrive: I have used it before.
However it does not see this hard disk.
