Bug Description
Starting in 13.04, USB Creator will sometimes (but not always) launch when I plug in a USB device that is not a storage device. Examples include a USB mouse, keyboard, and Yubikey. This is a regression; I never observed this behavior in 12.10.
To reproduce:
1) Plug an external USB keyboard or mouse into the computer
Expected results:
USB Creator does nothing
Actual results:
About 33-50% of the time, the "Ubuntu Core Installer" dialog will pop up immediately after the device is plugged in.
This is similar to bug 1117165, which is marked 'Fix Released'. I have the fix (usb-creator 2.46.1 installed) but I still observe the symptoms. Additionally, despite having usb-creator 2.46.1 the upstart job (/etc/init/
