URFKill does not send a PropertiesChanged when Killswitch becomes unavailable

Bug Description

Running some testing with a USB dongle I noticed that when all of the wifi devices are removed from the system, URFkill does not set the WLAN Killswitch state to not_available as it should.

Just to clarify, this does not affect mako or krillin, as there is no way of removing the killswitches. This can however be trickered on a desktop with a usb wifi dongle.

So, this is simply a case of missing PropertiesChangeg signal. If the state is read explicitly a correct -1 is returned.
