Bug Description
urfkill is responsible for onlining the modem on phones. If setting the modem online fails for any reason during boot, urfkill will not retry the operation. This can leave the user with an inoperable phone.

One of the issues with this bug is how long does the urfkill code retry before giving up.
Perhaps we retry for a fixed time period, and then exit with a status code indicating failure. This should in theory eventually trigger our new upstart critical process monitor job which would in turn cause a reboot...
