Bug Description

In bug #1321627 Mathieu asked for people to file separate bugs. Here's one.

I've never toggled flight mode and yet my modem is offline. in saved-staes I have

[WWAN]
soft=true

so i am lost. my wwan modem is also offline and i have WWAN soft=false ... i have WLAN soft=true only.
