ttyS0 not migrated properly on upgrades from edgy to feisty

Bug Description

I dist-upgraded Feisty herd 5 to beta on a Sparc T2000. Now, when booting, I get several lines containing "Undefined kernel key code". The details of the boot are attached below. Finally, the boot process stalls on "Running local boot scripts (/etc/rc.local)".

the "Undefined kernel key code" is harmless and they are triggered by /usr/bin/ckbcomp in package console-setup (please file a separate bug but it's not a blocker)

The missing console is: init:/etc/event.d/ttyS0:13: Unknown stanza
it seems a recent change in upstart didn't update ttyS0 properly.

Scott i think the title is misleading but i saw this happening also between 2 upstart upgrades where you changed syntax for run-level.

I got the same number two when upgrading to Feisty in two steps from Dapper . The boot process stalls on "Running local boot scripts (/etc/rc.local)" and I can't login.
