"shutdown -Fr now" don't work in 6.10

Bug Description

Binary package hint: upstart

In Dapper and earlier versions you can use the "shutdown -Fr now" to manually force a disk check.
This don't work anymore in Edgy, the "-F" switch don't do anything anymore.
