No, it was 'start on starting' initially, and this *did* work for me - I
don't know when it broke or why.
The reason to prefer 'start on starting' is to avoid letting the getty start
up and output any login prompt to the tty when we're going to turn around
right afterwards and spawn a shell. So if we figure out the upstart bug in
the future, I think we do want to restore this.
