Bug Description
I tried to upgrade `ubuntu-minimal' package with Synaptic, but it failed to install `upstart.'
Synaptic gives me this error message:
E: /var/cache/
I attached Synaptic terminal output and how I repaired my install with `apt-get'.

upstart (0.2.5-1) edgy; urgency=low compat- sysv, startup-tasks & system-services.

- no longer spins when no stalled event handler. Ubuntu: #59170.
- shutdown works when under sysvinit. Ubuntu: #58523;
