$PATH has an uncommon order

Bug Description

I'm using Ubuntu 13.10 dev with upstart 1.10-0ubuntu1. I have noticed that upstart uses an uncommon PATH variable: "/usr/local/sbin:/usr/local/bin:/usr/bin:/usr/sbin:/sbin:/bin". The uncommon here is that /usr/bin comes before /user/sbin but normally it should be vice versa.
