Bug Description
upower takes a really long time (around 1-2 minutes) to detect when an AC charger is plugged-in.
'upower -d' shows battery state as discharging after AC charger is plugged-in.
'systemctl restart upower.service' would update the status immediately as charging. Otherwise, it takes 1-2 minutes before upower updates the status.
