scripts for event=button/lid do not exist, hibernation on lid closed is missing

Bug Description

After upgrade to Ubuntu 13.10 (on 7.09.2013) hibernation on lid closed does not work any more.

All Settings/Power "When the lid is closed" is set to Hibernate.

Changing it to "Suspend "triggers suspend, while on "Hibernate" has no function.

Creating configuration and scripts in /etc/acpi solves the problem.

Hint: this functionality must work out of the box....

acpi-support has nothing to do with the lid event policy on the desktop; the dropped /etc/acpi scripts were used *only* when on the console. If hibernate isn't working, that seems to be a problem with upower.
