'Incomplete Language Support' notification should not pop up without a network connection

Bug #806446 reported by Jean-Baptiste Lallement on 2011-07-06

update-notifier (Ubuntu)

Bug Description

After non-english installation without network update-notifier shows an 'incomplete language support' notification.
It is useless since there is no network and if the user clicks on 'Run Action' it says that language information are unavailable anyway.

1. Install Ubuntu Desktop, non-english (language not on the CD) and without network
2. Reboot and login

After a delay, update-notifier shows the 'Incomplete language support' notification.
