update-notifier gives confusing error message when dpkg --configure -a needed

Bug Description
Someone at the office complained that their update-notifier wouldn't work - it was complaining that another packager manager was already running, despite the fact that they'd just rebooted and definitely weren't running aptitude or anything similar. On further investigation it turns out, dpkg had been interrupted and needed 'dpkg --configure -a' run. It'd be super if update-notifier could tell you that, instead of claiming you need to stop running something you're not.
