update-notifier starts update-manager automatically

Bug Description

Binary package hint: update-notifier

When there are security updates available, update-notifier in Jaunty (v0.76.7) doesn't show an icon in the notification area; instead, it just runs update-manager*. This is annoying.

* /usr/bin/python2.6 /usr/bin/update-manager --no-focus-on-map
