Bug Description
Binary package hint: update-manager
I'm using an unsupported installation in that I'm running a custom kernel, but when update-manager upgrades the Ubuntu kernel which I'm not using the update manager goes into "Restart required" mode with no reason to do so.
Steps to reproduce:
1. Boot a custom kernel
2. run update-manager to upgrade the Ubuntu kernel
3. "Restart required"
