Update-notifier shows notification bubble and wrong icon even if synaptic is started and working

Bug Description
This is on a recent Ubuntu Dapper (upgraded today, 2006-01-08 13:37),
update-notifier notified me about some updates and after starting synaptic both
the notification bubble and the wrong icon is shown.
After synaptic is started, the update-notifier tray icon should show the "grey"
icon and should also not offer the user to start the package manager or
update-manager again. (It used to just say "Package manager is running/working"
and the menu disappeared; which I think is the right thing to do.)
Right now the notification bubble (which btw looks ridiculous; but that's my
personal opinion :) ) is shown even if synaptic is running and still when it is
working!
Two screenshots are attached.
Sometimes the notification bubble is scrambled (like on these shots); I have
seen it before and I will open another bug about it.
