notification bubble shown to early

Bug Description

the notification bubble sometimes shows up below the menu on login, it seems
like it is popping up to early (before the notification area is there) to bind
to a position.... i guess a little delay to give the panel the time to arrange
all applets should be enough to solve this bug.

That should be fixed with the upload of update-notifier_0.40.7. Please reopen if
not.
