Bug Description

Apparently this has already been reintroduced in Mantic. The scenario is, on a default desktop installation:
1) The user starts an update through update-manager and then leaves it running; a new kernel is picked up that requires a reboot. This results in a prompt to reboot the system from update-manager but does not get acknowledged by the user since they have stepped away.
2) Time passes.
3) update-notifier detects the reboot-required state and also prompts itself.
4) The user then comes back. What do they see on the screen?
Expected behaviour: only one reboot prompt on the screen.
Actual behaviour: duplicate reboot prompts on the screen.
I think it's fine for the user to be periodically prompted, but having duplicate prompts on the screen at once is a UX regression.
I have not reproduced this myself, but infer that it can happen through the discussion in bug 1998947 so am leaving this bug open so it does not get forgotten.

Looking at the code changes, if this bug is valid then it will have been introduced in 3.192.65.
