Error in the log is:

  File "/usr/lib/update-notifier/package-data-downloader", line 24, in <module>
    import debian.deb822
ModuleNotFoundError: No module named 'debian'

This means you have broken your system python by installing another python on the path that does not point to the correct system module path. You will need to remove that non-Ubuntu python.
