[UIFe] Disable Ubuntu Pro notification

Due to backend delay, we want to disable the Ubuntu Pro notification. This feature will be re-added at a future time.

The notification will no longer display, but the code will remain so strings will still be available for translation.

Robert, the change will mean the binary is going to be started at every login, even if it's low cost it doesn't seem needed, shouldn't we simply drop the ubuntu-settings override to set the key to true for ubuntu sessions?

Change the key would need to go with adding AutostartCondition=GSettings... to the .desktop for the binary to not be started

Sebastien subscribed me to this bug, but I'm not sure why. Robert has already posted about it to the ubuntu-translators list. The feature is not mentioned in Ubuntu Desktop Guide.

Sorry for the confusion Gunnar, I was unsure if the documentation was covering that and I wrongly remembered that UIFe report needed a +1 from the translators/documentation team to be accepted

I approve of this change past UIF but I'd like to see the comment regarding the binary being started at every login resolved.
