In LP: #1901627, there is a separate feature request to add ESM Apps information when UA Infra: ESM is enabled.

This bug captures the following feature request for MOTD messaging:
- Report distinct package updates available on UA Apps vs UA Infra
- Report security package updates available for UA Apps vs UA Infra

Add the following summary text to MOTD when esm-apps (UA Apps: ESM) is enabled:
UA Apps: Extended Security Maintenance (ESM) is enabled.
25 of these security updates are fixed through UA Apps: ESM.

Exposing available ESM Apps packages when disabled is potentially a huge daily service load on the esm/apps repo service endpoints. We would need to confirm that this intended apt daily update load is expected before turning something like this "on" on any system.
