How and why did you install the apt-config- auto-update package? update- notifier- common is part of all Ubuntu images by default; and apt-config- auto-update has an undeclared conflict with this package.
You should remove apt-config- auto-update with 'sudo apt purge apt-config- auto-update' , and then reinstall update- notifier- common.
And the update- notifier- common package should be updated to declare a Conflicts: against apt-config- auto-update.
