update-notifier-common should depend on apt

Bug Description

* OS release: Ubuntu 16.04.1 LTS
* Package version: 3.168.3

/usr/lib/update-notifier/package-data-downloader runs /usr/lib/apt/apt-helper in a subprocess call. apt-helper is provided by the apt package.

Since update-notifier-common will fail to perform one of its core features if apt-helper is not available (it will actually crash), it should depend on the apt package.

Of course, this is a very minor issue, since apt is installed on all Ubuntu systems anyway.
