user _apt can't write to directory "partial"

Bug Description
Permissions for directory "partial" are:
ls -lh /var/lib/
insgesamt 0
drwxr-xr-x 1 root root 0 Jan 7 04:21 partial
-rw-r--r-- 1 root root 0 Jan 7 04:21 ttf-mscorefonts
A user with name "_apt" can't write to directory "partial".
That happened to me when trying to let msttcorefonts-
W: Can't drop privileges for downloading as file '/var/lib/
