Ctrl + C does not abort downloading a file

Bug Description

I'm using Ubuntu 16.04 dev with update-notifier-common 3.164 and on triggering a download (for example by executing "apt-get install flashplugin-installer --reinstall") I'm noticing that the download can't be aborted with Ctrl+C.
