Thanks for the report. You're right, do-release-upgrade to 14.04 will not be enabled until the 14.04.1 point release comes out, this coming Thursday.
I'm not sure there's anything we'll do with this bug other than just wait for 14.04.1 to come out, but I'm assigning to Michael Vogt in case he has any bright ideas about something else we might do here.
