update notifier is no longer using a delayed autostart

Bug Description

Prior to upstart user sessions update-notifier was set to autostart with a 60sec delay.

X-GNOME-Autostart-Delay=60

This value is however no longer honoured and instead update-notifier starts immediately. In the case of pending crash reports the UI pops up in the top left of screen well before the window manager has loaded. Which really does seem visually strange.
