Bug Description
[Test Case]
1) Boot a Saucy Live CD
2) open a terminal and run 'xeyes &'
3) run 'pkill -11 xeyes'
4) observe a crash file in /var/crash
5) do not receive a notification regarding the crash
The move of crash notifications from update-notifier itself to a upstart user job has resulted in this bug as upstart uses inotify to watch for new files in /var/crash, however inotify is not working on overlayfs (bug 882147).

17:38 < infinity> bdmurray: As for the /var/crash thing, I don't have a good solution there. Possibly just admitting it's busted and making /var/crash a tmpfs on the livecd would do the trick.
