I managed to trigger this bug in Ubuntu 12.04.2 LTS 64-bit, clean install (VM).
First round of updates completed, machine restarted, second round of updates began and /usr/bin/ update- manager crashed (see attached).
Workaround was sudo apt-get update; sudo apt-get install python and I was then able to continue using the Update Manager GUI.
