no scrollbar in Details pane

Bug Description
While Update Manager is processing the downloaded packages, I can click on Details to get the detailed log from dpkg. I expected the Details pane to have a scrollbar, but I couldn't find one. I thought this might be because I couldn't find the overlay scrollbar area, but even after disabling overlay scrollbars I'm still not seeing a scrollbar.
I once expanded the window that showed the progress bar and Details, and I was able to see some of the earlier details text in the Details pane (text that had scrolled off the top). But then I wasn't able to see new Details text as additional packages were processed. I was able to get back to the bottom of the Details text by doing a click-and-hold in the Details pane and then dragging the mouse down, past the bottom edge of the window.
