Unable to run Update Manager, apt-get update, or Synaptic without crashing while initializing

Bug Description

I am using 11.04, Natty Narwhal. Due to the nature of this problem, I am unable to provide technical details on the package that is causing problems. I did not make any changes to my settings recently, and I have no idea why this problem is happening. I believe that for myself and for anyone else who experiences the same issue, this bug is a huge security risk, because it prevents getting updates to the OS. I am unable to report this bug via ubuntu-bug. Every time I try, it tells me that it can't find update-manager. When I tried to run Update Manager (via GUI), Update Manager gave me an alert that said this:

"Could not initialize the package information

An unresolvable problem occurred while initializing the package information.

Please report this bug against the 'update-manager' package and include the following error message:

'E:Encountered a section with no Package: header, E:Problem with MergeList /var/lib/apt/lists/extras.ubuntu.com_ubuntu_dists_natty_main_binary-i386_Packages, E:The package lists or status file could not be parsed or opened.'"

Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.
