Upgrade is very slow... Why not use peer-to-peer ?

Bug Description

Binary package hint: update-manager

Upgrade from 10.10 to 11.04 is very slow (50 KB/s during the download).
Why update-manager did not use peer-to-peer protocol ?

It could also be the high volumes of people using the servers to perform upgrades now.
