Upgrade vs Update confusion on Update Manager

Bug Description
Today, an intrusive dialog popped up (see attach) saying: Not all updates can be installed, asking for a partial upgrade.
Note the use of the term "upgrade" that I usually relate to "Distro Upgrades".
Going further, the next dialog (see attach) is titled: "Distribution Upgrade".
I think this is misleading: it is not clear what the Update Manager is doing (a current distro update or a new distro upgrade).
My thought is that the use of the terms "update" and "upgrade", need to be more consistent.
