Bug Description
Sometimes, this error message comes and the user is not able to download or install packages. The trigger for this bug is unknown.
But the workaround is known:
type in terminal:
sudo apt-get install
and then the update manager functions properly.
Similar is the case while installing from Ubuntu Software Center
