Changelog links use binary version rather than source version

Bug Description

Binary package hint: lvm2

After click on link in Update Manager

Error: Page not found
Link in url-bar of Firefox:

The problem here (and it's still the case, I think, at least in bionic) is that update-manager uses the binary version to generate changelog URIs, and in some cases that isn't the same as the source version. It needs to use the source version instead.
