Refresh the list when apt-get update is run from outside update manager

Bug Description
Binary package hint: update-manager
Update Manager will occasionally be running in the background when the user updates the apt cache through some other means: for example, adding a PPA in software sources. Manually doing an apt-get update with synaptic or the terminal triggers this as well.
Update Manager doesn't reflect the new cache, however and must be manually refreshed. It would be nice if Update Manager could listen for apt-get updates (perhaps via d-bus) and then automatically show new updates without requiring its own refresh button.
