update-manager should always show time since last info refresh

Bug Description
Binary package hint: update-manager
Using Ubuntu 10.04 LTS.
If I open up update-manager, and it shows packages to be updated, Update Manager does not show the time since last repo information refresh as it will when there are no packages to be updated.
This means that if update-manager couldn't connect to the Internet for 3 days, and then I connect and run update-manager without reloading repo information, I will have missed the latest packages, as I have no way of knowing the time since last info refresh.
