Binary package hint: update-manager

I installed a fresh 10.04 Ubuntu through the windows installer. All apt-get install fails with the message

E: Could not perform immediate configuration on 'libattr1'.Please see man 5 apt.conf under APT::Immediate-Configure for details. (2)

If I try to download new packages through the gui update manager I get the same error.

I got this error from upgrading from Ubuntu 9.10 Server to Ubuntu 10.04 Desktop. I have been unable to install programs or drivers, such as video drivers, because of this error.

On my fresh install of 10.04 I got this issue after I attempted to install disper from package.
