Bug Description

Binary package hint: update-manager

Upgrading from kubuntu 8.04 to lucid via do-release-upgrade failed:

Upgrading
 * Starting automatic crash report generation: apport [ OK ]
Done downloading
Exception during pm.DoInstall(): E:Couldn't configure pre-depend mountall for upstart, probably a dependency cycle.

Could not install the upgrades

The upgrade is now aborted. Your system could be in an unusable
state. A recovery will run now (dpkg --configure -a).

Same here on a 8.04 server install when trying to upgrade with do-release-upgrade -d.
