log in at console delayed

Bug Description

Binary package hint: update-manager

At the console, when logging in.
I enter the user name and password.
There is a delay of about 1 minute before the user arrives at the command line.

Here is an excerpt of what ps shows for the tty where the user is logging in.

root 2160 1323 0 13:36 tty3 00:00:00 sh -c run-parts --lsbsysinit /etc/update-motd.d > /var/run/motd.new

root 2180 2161 11 13:36 tty3 00:00:00 /usr/bin/python2.6 /etc/update-motd.d/91-release-upgrade

Later, after a while and multiple log ins, loggin in no longer encounters this delay.
