"Invalid package information" when upgrading from 9.04 to 9.10: ubuntu-minimal missing

Bug Description
Binary package hint: update-manager
1) Ubuntu Release 9.04
2) According to Synaptic the installed version of update-manager is 0.111.9. The installed version of ubuntu-minimal is 1.140.
3) Expected my Ubuntu to be upgraded from 9.04 to 9.10
4) Distribution upgrade reported the error:
"Invalid package information"
"After your package information was updated the essential package 'ubuntu-minimal' can not be found anymore.
This indicates a serious error, please report this bug against the 'update-manager' package and include the files in /var/log/

I have a second instance of this issue with the same message at the end of the main.log. I'm attaching my logs, though I think they closely mimic those already supplied.
